“Federal legislation to legalize marijuana will be ready in a year, Canada’s health minister told the UN at a special session of the General Assembly in New York today.
“We will introduce legislation in spring 2017 that ensures we keep marijuana out of the hands of children and profits out of the hands of criminals,” Jane Philpott said in her prepared speech to delegates.
“We will work with law enforcement partners to encourage appropriate and proportionate criminal justice measures. We know it is impossible to arrest our way out of this problem,” she said.

It sounds like arrests will continue until any new laws are passed. After being introduced, the bill(s) will probably be haggled over for some time, and even after passing, they’ll probably take their time working out the regulatory details and dealing with lawsuits before any actual legal sales occur. Which will probably coincidentally happen right around the time of the next election.

Both the House and Senate of the Illinois Legislature have approved a bill decriminalizing the petty possession of cannabis. When I say both I do mean two different albeit similar bills. It’s not anything uncommon. For example the House voted to decriminalize 15 grams, the Senate approved 10. Gov. Raumer vetoed an earlier decrim bill sending it back with changes he wanted to see. Basically it’s just a negotiation over specifics and crossing the Is and dotting the Ts.
It’s not a particularly interesting decrim law until you get to the part that repeals the State’s zero tolerance DUI-cannabis law and establishes per se limits of 5ng/ml of active THC in the blood or 10 ng/ml in saliva. This is actually the first time I’ve heard of a saliva per se limit. I was aware of the existence of saliva tests but thought that they were limited to pass/fail.
I’ve never even entertained the notion that the zero intelligence DUI-cannabis laws might be repealed by a State’s Legislature. Who’da thunk it?

So, the regressive prison republic of Illinois is going to pass de-crim? Given, it’s not god-awful as Missouri, but it’s hard to believe. I spent time as a kid living in exile….er uh…Quincy, also known as “Little Siberia”. The stoners in my day were cloistered deep, deep underground. This is actually pretty big, considering. Granted there have always been a few progressive spots, like Champagne and Normal, but those were rare, and they didn’t offer much protection.

My 4:20 was a shortened version of my planned trip to OR due to the winter storms and family obligations,,I drove up to Pueblo,CO and purchased enough cannabis to take out to a small rest area I found years ago up on the side of the hills west of Pueblo and leaned back on the hood of my P/U and watched the nearly full moon coming up over the plains east of Pueblo smoking some 27% Animal Cookies that came as close to one toke weed as I have found too date,,awesome walking into a store with a price board like a DQ up behind a line of about 20 strains of cannabis with names as varied as the THC/CBD levels from a 4%THC w/3%CBD up to the 27% I purchased and everything in between.
When I stopped for gas in Lamar I asked the store clerk if there was a cannabis store in town and a customer told me I would need to go 3 counties west for that. I told him thanks that was where I was headed and started for the door and he asked me to wait one moment so I waited outside until he came out and as we shook hands he passed me a gram bud in a cigarette cellophane that looked dank as hell,,,telling me his friend grew it but it was too strong for his taste but it would prolly get me to Pueblo…it did on two tokes,,one at the edge of town going out and one at LaJuenta.CO took me the 110 miles with 3/4ths of the bud left,,not sure but it tasted sweet as hell with a strawberry after taste and a cough with every toke,,,amazing but not much difference in the buzz from the 27% I purchased and the gifted bud.
It has doubled my determination in seeing such a dispensary and more good Samaritins in my town in TX

I think the ban on having sex in church is stupid so I don’t go to church. I don’t try to change them or their rules… What part of toking requires a knife or booze? Although since when is carrying a knife illegal?
On the other hand what super powers deems cops the right to arbitrarily judge if someone looks too stoned to drive? Usiing Visine makes you a better driver? The bus shuttles people to drink at the beach. So they can avoid traffic and keep their drunk driving to the main highways. They could easily shuttle people and get by with a few non uniform staff as with any concert. Overkill and more clinging to old bad habits. Some just don’t know when to quit. Or like any afflicted addicted, can’t afford to give it up.
In the same somewhat of a Civilization, Dispensaries and Hemp Shops send me the same sales discounts as any other store. Delivery services and self regulating labeling, ID and QA. A car load of out of state college kids driving on an outdated two lane both directions road, shared with farm equipment, trucks and partying tourists. Traffic for miles in that area. Notorious for non patient drivers to dart out into on coming traffic, trying to inch their way closer to the front of the line. I guess since traffic sells more gas they haven’t had time make it a 4 lane divided as it should be.
Not excusing this new passing fad of college kids on spring break. Doing X, Zohydro and some pot a month ago, that justifies extra militarism at a peaceful 420 gathering. I’m glad to hear this is an isolated incident with college students on spring break. It didn’t apparently include booze that kills far more on adaquate highways and stupid human tricks after dozens of contrived ways to swallow the booze. Or the thousands of white powders legally prescribed to eliminate the pesky 3 million dollars bail. The innocent victim probably wouldn’t have gotten the write up either. Driving the point home how important the cops are and how much they are still needed to prevent what they sorta didn’t prevent this time. Airplane Movie…

That kind of reminds me of a Florida woman who passed out in her bed after drinking too much booze. When she came too she found that her infant child which had been laying on the same bed had somehow fallen off of the bed, got stuck between the mattress and the wall and died from positional asphyxia. That’s what Gov. LePage is doing. He’s sacrificing heroin addicts for what he believes will be political gain. He’s wrong about gaining anything, however, except perhaps a footnote in the annals of human rights crimes.

I have been upset about UNGASS for days… one of the past two days I was…. incapacitated by heroin for the entire day, waking up once or twice to use the restroom… I THINK… though I cant really say for sure… I DID FEED MY CAT 3 times though, that I do know… he gets treated better than i treat myself, I promise….
but I had been so utterly depressed about this completely irrelevant UNGASS… this thing… I remember it like yesterday when they announced it… back then I was on all the sites regularly and it was before Colorado legalized… wasnt it?? The initial announcement… wasnt it?? That one detail I cant seem to recall… the thing I do remember about it all was that at the time it was announced, there seemed to be so much momentum swelling that i really thought it was an extention of the drug reform movement, like it was a balloon being filled with air, about to burst and that UNGASS would be the moment to burst the proverbial balloon..
But it ended up being nothing. It ended up being “yep its broke, lets break it even more”….
