UN backs prohibitionist drug policies despite call for more ‘humane solution’
The first United Nations general assembly special session on drugs in almost two decades has approved an agreement that leaves in place the prohibitionist policies banning narcotics use, despite growing international discontent with the “war on drugs†– and the concerns of the nations that called the meeting. The agreement adopted on the first day of the three-day summit included no criticism of the death penalty for drug crimes, and instead called for greater cooperation between nations, while maintaining the prohibitionist framework which criminalizes all drug use that is not for medical or scientific purposes.
The agreement – called an “outcome document†– was not a surprise for anyone in the room and was publicised in advance of the meeting and adopted almost immediately. […]
However, some advocacy groups have pointed to progress in the outcome document, especially in its call for promotion of opioid treatment programs and overdose medications, Naloxone being the best known.
And although the document avoided the words “harm reductionâ€, a common umbrella term in public health circles, the document called on nations to consider programs such as needle exchanges, which provide clean syringes to injection drug users. Such programs have been shown to reduce new cases of blood borne diseases, such as HIV and Hepatitis C.
Of course, you might think that the U.N. had a more enlightened approach if you read the LA Times.

But at least one newspaper got tricked into reporting fake news from the event.

As the summit opened Tuesday, the United Nations Office on Drugs and Crime announced new international recommendations, including the decriminalization of marijuana, universal access to controlled medicines, criminal justice system reforms including elimination of mandatory minimum jail sentences and abolition of the death penalty and acknowledging marijuana’s medical use.
“The science increasingly supports decriminalization and harm reduction over proscriptive, fear-based approaches,†UNODC Executive Director Yuri Fedotov said in a statement Tuesday. “It’s time to reverse the cycles of violence that occur wherever ‘drug wars’ are undertaken, and to abandon policies that exacerbate suffering.â€
The UNODC also said it would reform its decision-making process to include a more diverse range of voices.
“We can begin to dismantle ‘just say no’ policies that result in millions needlessly killed and incarcerated — and that defy logic and science — and instead bring to the forefront humane solutions that are known to work,†said Kevin Campo, a spokesman for the drugs agency.
To advocates of ending the war on drugs, that sounds like great news. There’s only one problem: It’s all based on a fake press release claiming that UNODC was using cannabis holiday 4/20 to announce a big shift
That fake press release is titled “UNODC Unveils Historic “4/20″ Policy Redirect at UNGASS 2016.” Huh, yeah. Funny.
Of course, those of us who have followed Yuri Fedetov at all, would immediately recognize that quote couldn’t be from him.

No, the U.N. leadership is not that open to reform (as the Guardian article so clearly notes). In fact, the Drug Policy Alliance reported that the U.N. was confiscating copies of the letter calling for the end of the drug war that were being handed out in front of the U.N.
UN Security was apparently ordered to confiscate the letter, and attendees were ordered to hand over their copies upon entering the building. According to a number of participants in the UN Special Session, they were told that the document was not allowed in the building. “As we were walking into the metal detectors right at the entrance, the security were confiscating it from people,†said Natalie Lyla Ginsberg, Policy and Advocacy Manager for Multidisciplinary Association for Psychedelic Studies (MAPS). Ms. Ginsberg continued, “I went back to ask the security guard why, and he said he got orders from the UN to specifically take the newspapers. He said he was just following orders.â€
Of course, the truth is that the U.N. is not going to be a leader on reform (just as we knew the U.S. government was never going to be a leader on reform. The UNGASS, though disappointingly predictable, did provide the impetus for publicity from a growing international group of reform-minded organizations and leaders. And that’s good.
Just as marijuana reform has been happening in the U.S. simply because the people began to realize that the U.S. government was outdated and irrelevant in its views, international drug policy reform will happen because individual countries start to think the same about the U.N.

UNGASS is a prime example of how nations that mistreat their own citizens will mistreat other people and other nations. We need only look to the Chinese and Russian governments to know that an appeal to humanity regarding anything benefitting the individual will fall upon many deaf ears. What’s common in China and Russia is a record-breaking legacy of mass murder by its own leaders. Mao Zedong is credited with killing 62-million Chinese through his idiotic industrialization plan, while Stalin is estimated to have annihilated about 15-million Russians. Individualism is not tolerated. Death and misery are business as usual there.
What bothered me initially about UNGASS was the tendency toward overreach by the participating factions. While situations like drug executions in Indonesia are clearly inhumane, death penalty opponents shouldn’t expect something like a UN resolution to stop the killing, or that it be a step toward eliminating executions throughout the world. Countries are just like people. Nations don’t like being told what to do by outsiders. Such behavior is nevertheless a key to the solution of what could have been a successful UN resolution targeting a world drug enforcement crisis.
Had the attending nations focused on loosening up the treaty language by making it vague, and/or inserted a clause favoring national sovereignty over a nation’s own drug policies, recognizing that free nations are free to engage in solutions to their drug problems in experimental ways that allow disengagement from the usual primitive customs of punishment and persecution, we might now have a clear path out of drug enforcement’s repressive politics.
Such language could have eliminated any need by a government to appeal to the UN for a national or domestic drug policy change contrary to existing treaty policies, as was the case when Uruguay resigned its support of the treaties over marijuana legalization, and then was readmitted into favorable UN status through an application. The language could also have reflected the reality of what already exists in model nations with progressive drug policies, such as the Netherlands, Switzerland, and Portugal. Then as some nations succeed with advanced drug policies, other nations will be forced to consider the economic and social destruction brought about their own defective political philosophies. In order to compete favorably among the majority of nations, some will ultimately be forced to change. Others will not change.
The countries most fiercely opposed to loosening the strictures are the very same ones who routinely use drug laws as cover for political executions. It’s a convenient cloak to hide them under, not that they really would bother to hide them otherwise. It’s just a way to give these murders a quick wash and rinse to make them more acceptable when they are called out on them. Prohibition has been so difficult to defeat precisely because our leaders find it excuses oh so much.

Indeed. This isn’t even the first time that the DEA has approved this particular study, which is what I thought I was pointing out with the cryptic note about Dr. Sisely being a particularly persistent person. She’s been chasing approval for this study since 2010 and it was approved a couple of years back.

Jeb’s cryptic response is an odd statement to make under any circumstances. Questions arise. What did Jeb know about the CIA and its drugs, and when did he know it? Did George H. W. say something to him that made Jeb feel safe enough to distribute illegal drugs at Tulane–information that would likely have been classified, and might have involved an illegal breach of classified information? Was Jeb dealing drugs for the CIA/mafia? And how did Sabet get his assistant professorship at Florida State, one requiring so little scientific expertise, if not as a special favor from his good buddy Governor Jeb?
The thing one has to remember about Sabet’s game plan is he is Baha’i, which means he can’t be viewed as taking political sides, as Baha’i sees itself as encompassing all religions, all nations, and all cultures. The projected vision of Baha’i is internationalist in character to give it a universal reach. Sabet has partnered with former Congressman Patrick J. Sabet might also be queried to discover what he may know about what Jeb knows regarding the CIA connections to drug dealing, cocaine, heroin, etc., as it relates to President George H. W. Bush.

It appears too early to know if it is truly related to the illegal marijuana operation, and thus prohibition related. But even the possibility of an extreme example of the costs of prohibition do cause me to wonder how violence like this can quantified in a cost-benefit analysis- the type that often done by people like Jonathan Caulkins. How much “value of dependence averted” was generate by their deaths. How many “days of use” were saved? And that’s not to say that those cost/benefit believers approve of their deaths, but such calculations do seem to indicate that if asked, they would be forced to conclude it was worth it to society.
The dangerous and harmful side effects of Cannabis is Prohibition.

It gets more complicated as some cities in California have banned smoking tobacco indoors in multi-unit structures such as apartments. The result is that every time apartment dwellers exit their buildings they can face a phalanx of tobacco smokers getting their nicky-fix on the sidewalks in front of their living quarters. Tobacco smoke wafts through the entire neighborhood, instead of depositing itself on the interior walls of a room, where I suspect it acts as an anti-bacterial agent and anti-mold surfactant.
Vaping eliminates a lot of the effects that irritate non-smokers, but we don’t see vaping being introduced into the legal codes as a civil solution. The prohibitionist mindset precludes any solution, even the technical ones, which don’t include abstinence.

Lots of smells bother people but that doesn’t mean we should necessarily ban them. A new tax paid bureaucracy to regulate and enforce. Driving people indoors has created more houses burned down. More concentrated smoke to produce actual second hand smoke. I’ve suggested a larger security deposit for cleaning apartments over dictating behavior. Most are willing to sit on the back porch.
The same paranoia has people in the same bacci madness as any religionist demonizing anything. I called a lawyer who was an anti-bacci zealot it turned out. He said landlords have the right to lie about seeing someone if they can’t produce evidence. I ask about hearsay and tse said it wasn’t. Said it was words against words but the judge would side with the prohibitionists. I ask him in what possible context is that considered justice. Said the best thing was for the tenant to quit. He said most importantly, don’t piss off the judge. Ego over Jurist Prudence. Our town has banned smoking on various streets and all public places. Including parks. Many hotels and motels are smoke free. Some have a few rooms set aside. Some casino’s still allow smoking.
At the end of the day. Smell doesn’t harm you so outdoor bans are political, not science. and provide politicians funding the same as cops and druggists with the Ganjawar. Driving people indoors. Raising prices only deters lower incomes and the legal choice of generic brands even more harmful due to more chemical adulterations from planting to packaging. Neglecting these adulterations allows drug warts to compare it equally to cannabis as all smoke harms. Including vapes as smoke.
Tossing in the nicotine addictive properties as a tangible harm in itself. It doesn’t accumulate and the doses are not large enough to do harm. Tars are not carcinogenic and the adulterants are hidden from discussion. So once again the end justifying the any means necessary to sell a new prohibition. The U.N. is a good place to find globalist unelected bureaucrat rats who view the lumpen prole unwashed masses as taxable units and good little serfs who must do as they are told.
